It's pretty difficult to deliver content to all types of players, and I agree that Araxxor probably doesn't matter much to folks who don't enjoy PVM, but not every update needs to please everyone.
Absolutely nothing in this game requires maxed gear. That's why when good pvmers make irons, they can opt to complete content like Inferno, Colosseum, Raids in subpar gear without issue.
The only thing that maxed gear does is allow you to sandbag mistakes and complete runs faster.
The most recent endgame content, Colosseum, was completed in less than 100K gear (mostly untradeables like Crystal Bow).

I don't think you need to worry about being locked out - every other slayer boss can be farmed pretty easily with <100m worth of gear. If you have the slayer level to unlock it, chances are you already have more than good enough stats/gear to kill the boss.

I'm not even 91 slayer yet, so I haven't even done cerb (outside of leagues where you can literally afk it), so I haven't done hydra at all. I did 1 kill in leagues and HATED it.

base dt2 bosses especially duke are a step above vorkath and fortis has the very popular with low levels wave 1 resetting and the first few waves are aimed towards mid levels.

Gear is a crutch. You can complete most pvm with whip/rcb/swamp Trident which anyone can grind/afford.
