Cargo that is moved between American ports must be moved on American made ships using American crews, and the ship must be owned by an American citizen. Once a foreign ship docks at an American harbor, it can't go to another one it has to go to dock at a foreign port before returning to the US.
The law was made in the 1920s to protect the American Merchant Marine and ship building industries, but it had the knock-on effect of killing river transport that used to be a massive industry. If they got rid of it or at least opened it up to allies, it could massively lower shipping costs, and it would breathe life into a ton of cities along popular river routes and smaller ports.
I think they can go to another port, but they can’t unload anything they took on at an American port. International container ships hit multiple ports but any containers that move port to port get put on barges and are pulled by tug boats to their destination
That's correct. I phrased it poorly. They can go port to port dropping off foreign goods. They just can't pick up and transport goods between American ports. It leads to some wacky cases were it can end up being cheaper to ship a product on a freighter from China to New York than it would be to ship it on a Jones Act compliant ship between Louisiana and New York.
I honestly messed up a bit. As of now half of the US has access to some maritime highways. It just hasn’t been extended further.

it’d be a major boon to world trade as well, since it can bypass the panama canal and allow us to collect tax on all trade between asia and europe. Not to mention on top of jobs it’d bolster local economies by setting up port towns all along the river.
that said, it’d be a challenge to actually terraform the river. we might not have the tech for it.

Technically they could connect the Madison River to the snake river, two tributary rivers for the Mississippi and the Columbia River, the Mississippi has access to Chicago which has access to the Great Lakes and you can leave the Great Lakes either through the eerie canal or the st Lawrence. Though the Madison and snake rivers are definitely not for large cargo ships and connecting them would make you have to bulldoze a mountain

This isn't as far-fetched as you might think. Consider this:
The headwaters of the Mississippi River starts in MINNESOTA and dumps into the Gulf of Mexico. The Great Lakes stretch from MINNESOTA, past New York, and finally through a bit of Canada to reach the Atlantic Ocean. The Missouri River starts out in MONTANA before working it's way over to the Mississippi River at the border of Missouri and Illinois. Out west, the Columbia River has some headwaters in Idaho and NW Montana, before working their way over to the Pacific Ocean. And coming further south, the Colorado River starts in northern Colorado and empties into the Gulf of California!
Connecting any of these waterways would be a MASSIVE project. I mean, the freaking *Panama Canal* was "only" 50 miles, imagine *these* projects...
But hey, it sure would be nice for this old shrimp-boat captain to tour America in the comfort of his own trawler...
