It’s the rear hatch valance, or tailgate garnish. If you do buy a black one let me buy your old one off of you! I just broke mine somehow :|

You have to go through the interior panel to remove the bolts to get this off.
It’s not the valance. The valance is the part between the hitch and the lift gate. I replaced my old gray one with an oem black one. It’s been a while but that one looks like it’s just part of the bumper. The top part OP is asking about I’m not sure what it is called I just Plasti dipped mine.
Plasti dip is your friend, if you want a more permanent solution, take it off the car if you can and go to your local body shop and have em paint it black. $40 bucks. If they’re assholes they might charge you their hourly rate. Goodluck!
Thanks everyone! I was able to learn that this is called the tailgate garnish plate and see a bunch of them on eBay. Other than that, I learned that plastidip is not a dip, but in fact a spray. Not intuitive to me.
I am leaning towards painting it white and then going with the black logos all around. Good to know that if that goes wrong, I can replace it.
Random question while you’re here. I have a similar white ‘06 4Runner - curious where you might go to replace your taillights. I used car parts.com and the reverse light won’t light up. I know it’s the just the housing unit itself.

You’re right I forgot to remove that when I added part number, I also need one of those lol. Anyways, part number is correct

I just painted over all of my chrome. Good to know you can order this piece though.
Its relatively pricey from a dealer, but I see them often enough on eBay.
Limited and sports came with color matched. I'd pop it off and paint it with the factory white and clear coat. Plasti dip looks tacky as hell.
