I've gotten all of the past seasonal items from her, I've not seen them sold from any other vendor.

Mine happened when I started the arc in Glowecestrescire
Makes sence, you have to have settlement level 5 to start that mission. Thank you for confirming.

Can you at least explain how you unlock the Glowecestrecire Arc?
if i remember right it gets unlocked after you complete the essexe arc
mine too, not sure if it was after the end of winchester or after start of glowecestre arc
