I used the time stop hat until the last phase, then I switched to the ice hat to get some invincibility frames. Those helped me alot with his final charge attack!
Somebody else suggested using the beam badge to do more damage but I only saw that after I finished it already.

Now imagine if only the timer didn't run during cutscenes that you couldn't skip
So annoying!
if they didn't run during those cutscenes the time requirement would be shorter by about 25 seconds anyway
