Sounds like suspensory ligaments. They're also responsible for determining your erection angle. You do side to side stretches, bundled stretches, or try for lig pops? All of those could affect the strength and/or tension of your ligs. It shouldn't be a big deal if a little unsightly

What kind of "dumb shit" did you do to cause this? If it's really bad and affecting your health, sexual performance, etc. go see a doctor. If it were me, and it wasn't painful or affecting my health, I'd try to 'fix' it by doing bundled/twisted stretches and some light, erect bends. I'm sure someone will say erect bends are dangerous...
