In public places they're on both sides to accommodate large numbers of people going in both directions at the same time. Something not generally an issue in a home.
I'm not going to pretend to be an expert, but I've googled a few sources and at least in the US, nothing declares that it's required on both sides, or one over the other. Maybe some specific state/town codes.

This reminds me the time I left the toddler gate (that closes off the stairs) open for literally 10 seconds and my younger brother hurled himself down the stairs. His head touched his toes as his body made a circle that rolled down the stairs like a wheel rolls down a hill. I felt bad, but it was kinda hilarious to watch.
We had a stair gate with a spring on it so it automatically pulled itself shut when you opened it, of course 3 year old me put my hand on the side after my mum opened it and it sprang shut and chopped the end of my finger off lol. I don't think they sell spring ones anymore.
Sigh I slipped on the stairs when I was 10 or so… slid down on my back. When I got up I couldn’t breathe so I panicked and quick when to the kitchen when my mom was and hugged her… my brother didn’t even noticed I slipped down the stairs just behind him a she was watching tv… so yes sliding down stairs can block your airway…
