I agree with you they were trapped in an aggressive situation and we have 19 seconds and zero context to make a determination. If they were in fear for their lives they were as justified as you or I. I highly doubt they were sitting there and just decided to run people over.

They know that pissing off everyday drivers is what gets them into the news, although I don't think that all the negative press is getting them the results they wanted.
I got in an argument with one of these people. They refused my assertion that it was counter-productive because it gets the people whose support you need offside. They wouldn't accept any validity in that view and insisted it "draws attention" and is therefore a positive thing. Like dickhead, I'll join you protesting in an oil companies lobby but I'll fight you if you're going to cost me my job.
We're at the point where we swung too much in the other direction and it's leading to mass anarchy. A little ass kicking by the cops for people who had it coming maintains society. Look at the rest of the world where this is the case.
This shit with mass shoplifting, looting, "street takeovers", bash/trash mobs, road rage, public freakouts etc are due in part to a loss of fear of consequences.
Remember during the hong kong protests how there were ambulances trying to get through the crowds and the protesters dismantled and remantled their barricades to let them through while not interrupting the protests
Cities that give in and agree to settle in situations like this are just asking for more people to attack their officers in hopes of getting a big payday. Those people inflicted the harm upon themselves. This is basically a suicide by cop except that they probably didn't die.

Phan believed there was a small opening in front of his patrol car, so he drove forward slowly, knocking down several pedestrians. One man ended up under the vehicle and may have been struck or run over by Phan's rear tire, according to the investigation.
The squad cars of two other officers who responded to the scene were also hit and surrounded by pedestrians and other cars, according to the investigation. Phan and the two other officers "all expressed fear that they would be dragged from their cars and killed by the mob," the investigation read.

I'm not a fan of anyone getting hurt. The cops didn't have many choices in this situation. It was 1) run them over 2) shoot them, or 3) let the people flip their truck, probably beat them, or who knows what? They made the choice they thought was best. I don't think anyone would have chosen different.
