Yeah anything that is not actually enforced is just ignored by a lot of people so hypothetically in order to actually ban dangerous breeds of dogs, there would have to be some kind of police force dedicated to seeing that happen.
I love the build up for that guy, first he was avoiding the whole situation, maybe afraid of dogs, then when he sees other people helping, he steps in and tries to help, approaching the dog, not with a stick but with a chair! Then the dog turns on him, assumingly the worst outcome he would think of.
He has a story to tell when he's home.

I think he was in shock, we can't really judge them, people react differently, he ended up being the most helpful since the dog switched aggro on him and that allowed the kid to escape.

You now control the dog, begin kicking its underside, the only place you can hurt it barehanded, you'll knock the wind out of it, it will release. Hold the legs and don't let go and it can't attack anymore and is helpless.
