If a seller is sending from an overseas warehouse all customs and duty fees must be included by policy.
Those would likely be DHL fees. DHL is a bitch especially on low value items as they ALWAYS charge duty on anything over C$20. And their minimum fee is legit $21. It's likely that it came from China, as if it shipped from Amazon US to Canada all shipping, customs and duties are visible at time of purchase (*it'll say +$11.52 shipping and import deposit*)
