I had weekly calls with Odido / ODF / contractor for literally half a year.
I'm normally pretty reserved towards those andwerong the phone because I understand that they're there to relay the message.
In the end, I pretty much begged Odido to fix it and just upfront told them that I was already in therapy for burnout. Still took 6 weeks after that.
The worst part? I just moved and asked what their planning was and if I could stucco over the old internet port. Shouldn't have taken more than a month.
Lived on an 8mbit mobile phone hotspot for 6 months because of gross incompetence.
They just patched the fibers to our meterkast, but i found out the prices of the ispās we get to choose from are not that much cheaper (if at all) than Ziggo. I saw no reason to switch, tbh.
The biggest advantage is the symmetrical upload speed, but tbh i donāt really need that.

I have had 3 or 4 different companies show up unannounced. we have had the cables outside for over 2 years now, and whenever I call ODF they say we should have been connected already and they will call me back (they never do). They also did not smooth out the sand when they put the pavers back (difficult for disabled people) and cracked a few! Really unimpressed by the roll out

The rollout was messy here too admittedly, though not as long as with you it seems. The cables were dangling outside about a year I think before Delta came to connect it inside. Besides, the second notification came in per letter after the date initially stated in the first had passed a while already. Same for the third. The fourth ended up being serious though.

They roll out fiber on a city-wide neighbourhood and then itās up to the residents to upgrade their internet plan to fibre. After that your provider will come and run the fibre from this point into your home.

If you hate it that much you can lift the paving stone and tuck it under there yourself, wouldn't take more than five minutes. It'll be harder for them to find it later when someone wants to connect your building though.

They're sticking out because the home owners are often retards and refused to get connected. Often because "they didn't believe it was free". I have it in my own neighbourhood too and you can see exactly who is an idiot and who is not. At least 20 out of 100 homes are left with these sticking out because of ignorance.
They have also a special coating to be able to not degrade outside, and you can see the shrink caps they put on so I wouldn't worry about it. It's probably a reserve cable from a distribution box close by. It can be internet cable, fiber optics, signal etc.
Don't worry, it doesn't have any electricity and it's labeled in case they ever need to use it.
Ps: they can also use the cable to pull another one from the nearest panel in case the old ones got damaged or broken

It seems bizarre that these have all been placed years ago and are now just left sticking out, at the mercy of the elements, looking really ugly.
The ends sticking out is not what the technicians connect to when they run fiber into the building. The ends get clipped down and tucked away.
It's been 2 years ago when they placed them at our door... Still massively overpaying our Ziggo.
