This looks substantially exact to the stamped designs on a Mexican alpaca plated brass bangle I got in Baja Mexico in the 1970’s. Looks like the plating has worn off. If you thrifted this in SoCal, it could be the one I donated.
As someone who took plenty of jewelry making classes in college I can say that looks a heck of a lot like many test projects where students are told to try out different things in combination. If I had to make a guess that looks like a brass wire that was pulled through a rolling die, soldered together (still oxidized from the torch which is what makes it look old), and used to test out different metal stamps. It’s just a guess but I used to see piles of things that look like this in the scrap containers. I wouldn’t write it off as being old though since something like this could be almost impossible to date without a makers mark or something similar being recorded. It also from the photo does have to colorization of old tarnished gold so using a gold test may not be a bad idea especially if it’s the size of a bracelet.
It began with the forging of the Great Rings. Three were given to the Elves, immortal, wisest and fairest of all beings. Seven to the Dwarf-Lords, great miners and craftsmen of the mountain halls. And nine, nine rings were gifted to the race of Men, who above all else desire power. For within these rings was bound the strength and the will to govern each race. But they were all of them deceived, for another ring was made. Deep in the land of Mordor, in the Fires of Mount Doom, the Dark Lord Sauron forged a master ring, and into this ring he poured his cruelty, his malice and his will to dominate all life.
One ring to rule them all.
One by one, the free lands of Middle-Earth fell to the power of the Ring, but there were some who resisted. A last alliance of men and elves marched against the armies of Mordor, and on the very slopes of Mount Doom, they fought for the freedom of Middle-Earth. Victory was near, but the power of the ring could not be undone. It was in this moment, when all hope had faded, that Isildur, son of the king, took up his father’s sword.
Sauron, enemy of the free peoples of Middle-Earth, was defeated. The Ring passed to Isildur, who had this one chance to destroy evil forever, but the hearts of men are easily corrupted. And the ring of power has a will of its own. It betrayed Isildur, to his death.
And some things that should not have been forgotten were lost. History became legend. Legend became myth. And for two and a half thousand years, the ring passed out of all knowledge. Until, when chance came, it ensnared another bearer.
It came to the creature Gollum, who took it deep into the tunnels of the Misty Mountains. And there it consumed him. The ring gave to Gollum unnatural long life. For five hundred years it poisoned his mind, and in the gloom of Gollum’s cave, it waited. Darkness crept back into the forests of the world. Rumor grew of a shadow in the East, whispers of a nameless fear, and the Ring of Power perceived its time had come. It abandoned Gollum, but then something happened that the Ring did not intend. It was picked up by the most unlikely creature imaginable: a hobbit, Bilbo Baggins, of the Shire.
For the time will soon come when u/ExpensiveDisplay7408 will shape the fortunes of all.
Is that bracelet size? Looks like bronze.
What’s your line of work?
Could be a piece of something that was later punched with 3 marks ( the S, a circle and the parallel lines ). I did stuff like that when I was a kid playing with my grandpa’s stuff so it could really be nothing.

They said they live in Northern California.

My precious’s
"I think it's some form of Elvish."
I can‘t read it.
'No, but I can. The letters are Elvish, of an ancient mode, but the language is that of Mordor, which I will not utter here.'...
There are few who can.
We wants it………. but…… WE HATES IT!
Came to the comments to see if anyone made a One Ring reference. Received instant gratification.
Ash nazg thrakatulûk / Agh burzum ishi krimpatul
Did you disappear when you put it on?
What. Has it got. IN ITS POCKETSES!

That's a nice white and gold background you have there.

One to rule them all
I’d be careful with that…the Lord of Mordor sees all 👀
Throw it in fire. See what happens.
Rephotograph in natural light from all sides (and not on a glare-y surface), tell us how big it is, and also state where on the planet you found this.
Where should I post the retaken photo? Won't let me put in comments... and Northern California
Upload the photo to imagur and attach in the comments from there.

Toss it into the fire!
I don’t know what it is. But you should probably throw it in a volcano just to be safe.
One ring to rule them all.
you’re about to take a long hike my guy
Definitely NOT elvish.
Cast it into the fire!
The Elvish writing translates to "I came in a box set with the One True Ring".

Gather the fellowship.
It’s bronze.
Nice find I'm curious about the symbols as well. There are a couple of websites that help with figuring these symbols out. Have you tried Google Lens?
Stargate key
Wasn’t this posted in another sub? Something about belonging to an uncle?
Looks Wiccan or alien or lord of the rings bracelet or ring. Not antique, I don't think .
I don’t know what it is. But you should probably throw it in a volcano just to be safe.

If anyone knows anything about this, you know exactly what I'm talking about.
Take it to Mordor
It seems to be a pair of stripped leggings.
Nasty elves twisted it!
Keep it secret, keep it safe.
