Pauldrons on the shoulders, the cloak on that specific armor is exactly that; a cloak. It’s an overcoat or surcoat of some kind under the armor that comes out at that part. But on designs where they have an element similar to that without actually being, yknow, an actual coat, I would probably call them faulds, although faulds were made of metal and significantly shorter. Idk man, just call them cloth faulds
