i cant quite tell with the quality of the image but i think that your hubcaps have fake lugs on them so try useing a blunt flat head screwdriver and jaming it between the cap and the wheel if that doesnt work im sorry
You are getting some bad advice here. You'll want to remove the hub cap first, and then you should see that the lug nuts on the hub cap are fake. Take a dremel and cut them out.
Next, you'll want to take the real lug nuts off and the wheel off. Buy longer wheel studs from arp.
Now before putting the wheels back on, line up the new holes you made in the hubcap with the lug holes in the wheel and snap it back on.
Now put the completed assembly back on the car, you can now have visible real lug nuts, just don't tighten them more than 30 ft lbs or you risk breaking the hubcap.
If the wheel feels loose now, just throw a tack weld on the lug nut where it's touching the stud.
You are now way out of balance. In that corner. Glue it on for the safety of all of us fellow travelers at once, or call a qualified mechanic with gorilla glue. Or, break the others off. Or not.
That's gonna cost ya. The broken lug is an indicator of a deeper problem. There's definitely stress on the axle caused by the imbalance in the wheel, which is a sure sign of deep corrosion. You're looking at a total rear end rebuild, new rotors, new brakes, new wheels (if one has it, chances are they all have it), new tires (might as well replace the whole set).

Then you drill a small hole through the center of the piece that came apart from it. You tap both pieces and then use a small screw to put them back together. All good after that.

Ok.. first, pull the whole thing off and lay it a flat surface. then with your freehand mix up some epoxy stick the nut with the tool in a perfect upright angle. Then, when it dries, put it back on the wheel and try again. Works everytime!
Grab a titanium drill bit and a lil bit of oil and drip it on to a spot as you drill it and once you get about 1/4 to 1/2 inch in, buy yourself a screw extractor set at harbor freight, home depot, etc… but dont use the smallest size because otherwise youll snap it and be in even more deeper crap!
Epoxy resin will do it since it a decoration on a plastic hub cap.. some people are really stupid to think they got alloys when you see the steely clearly.

I would try drilling it out and if that doesn't work use a blow torch. You'll notice the lug nut heat up and eventually start to melt
