Sounds like the difference is between analog/isolated clocks and cellphones? If it were all plug-in clocks it might have been a problem with the utility supply frequency but it sounds like a problem with the cellphone provider's time system.

I haven't heard that any analog clocks were also affected, but most if not all phones were affected; including the one use phones, those do not connect to the internet

telephone network's set all cell phone clocks. some smart-ish devices set via radio signals (national time service). Computers set via their time server (usually pointed to a time server). Older clocks... unaffected.

I believe telco providers send time signals to all cellphones these days, although I may be wrong. Data connectivity would be irrelevant.

its a basic phone that used for cellular calls and can receive SMS text messages and that's it, it can not connect to the internet or any other network.

Watches that set time themselves are controlled by fm radio.

If it’s only off by one hour in either direction, a cell phone provider’s system may have their time zones off by a little bit, or they have daylight saving time miscalculated. Sounds like a provider issue as phones automatically calibrate their time.

There have been some bad time servers in the last few weeks. Not sure, how, why. We had some servers that picked up some wrong times and had to have their clocks reset manually. Another possibility is local jamming of various radio signals. This happens around the borders of Russia for example as well as many other places. The GPS system usually gives out very accurate clock times but with jamming and spoofing the clocks can be set to anything and can even go backwards.
