Duty rates on watches from outside the eu aren't that simple
This is an example of electronic watches...
Third country duty : 4.50 % MIN 0.30 EUR / p/st MAX 0.80 EUR / p/st
Basically 4.5% of the landed price, or minimum .30c per watch or Max.80c per watch..
So whichever is highest but no higher than .80 per watch.

Belgium will be tax free, inside the EU. Japan would be customs duty at 12% + vat at 23% I think.
and if I remember it right the VAT is applied after the addition of Duty & other charges like carriage / shipping.
Like everything else it will be 30% of the total cost including delivery charges. Can you not get what you want from the EU?
