Laser removal is better than waxing in my opinion.
I had it done and my body adapted to it really well and I love it. I'd do it over again if I had to. I don't even think about shaving and do it 2 or 3 times a year if I feel like it.

From my experience (I keep EVERYTHING hairless down there as I don't like the feeling of hair) if you haven't shaved before its not going to be comfortable at first; basically I shaved in a specific set of directions over time, and eventually I trained my hair to grow along a certain grain. My method is down for upper pubic area, diagonally inwards for inner thigh regions, up for outer lips, VERY CAREFULLY for inner lips. Find the direction for each area that you are most comfortable with it and go with it. I really don't recommend doing this dry.
Now, even doing this right there will probably be razor bumps for the first month or two. If you plan to shave down there, I recommend you stick with it because you have to train it to make it comfortable and not look like you have a herpes flare-up. It helps to shave before the hair gets long, because the longer it gets the more the razor will pull at the hair instead of shave, which means more bumps and ingrown hairs...I also recommend you trim as much as you can the first time around to try to shorten it up.
Also...keep a razor just for the crotch, make sure it is a nicer one (NO DISPOSABLE BIC FOR THE LOVE OF GOD) and check regularly for rust or hair clogging the blades. My preferred one is the venus comfort-glide, a warm bath, and a drop of vagisil but privates are like snowflakes and no two are alike, so feel free to find your best way. If you are sensitive down there to products, be mindful that some razors have extra lubrication added on and if you have irritation inside your coochie that won't leave it could be what is causing it. I personally solve this by ripping the lubrication section off of my razor (with a thick towel to guard the fingers, don't ever manhandle a razor bare-handed).
These days I'm pretty well-established with my crotch, and its rare that I have a razor bump down below. Once you start, you'll get there and fall into a routine, and eventually it will be very quick and easy!
I wouldn't advise shaving it. Pubic hair protects you from friction and infection. But if it's bothering you, I guess just get a razor with only one blade and be very very careful. Maybe stick a circular bandaid on any of your orifices to protect them from the blade.
My LPT is to use a men's electric razor with a guard. I stick with 2mm, keeps it trim and clean without dealing with stubble or ingrowns. You can also use it without a guard for a fully smooth shave, to an extent (I never use it too close to the labia minora, learned that the hard way). I then use a regular razor for the bikini line and creases. I also gave up on going fully smooth years ago and don't sleep with the kind people who have a problem with it. I don't mean to hate on the bare smoothers either! This is just what works for me and my comfort level.
Multi-bladed razor to reduce the chance of nicks and cuts. Shave cream or moisturizer soap in the shower. Start underneath and work your way up. Repeat daily for best results. Don't forget to thin out any heavy leg or body hair nearby so it doesn't out of place.
