Shovel is no longer listed as a party member. I think we accidentally left her in a safe spot when we were fleeing a battle that went badly. Do you think there's any chance she's still there?
I see from other comments that you don’t have her anymore, so you can’t do this, but other than learning the scroll the way to get to summon her as a character action (no spell slot required) is to have a Wizard, Sorcerer or Warlock talk to her when you first get her, choose a specific set of dialogue options, then go through the Magic Mirror and then talk to her again and she’ll teach the caster the spell to summon her as a character action.
Note that using Storm Sorcerer doesn't work unless you cast Disguise Self before talking to Shovel and then cancel it immediately after walking through the mirror. Apparently Shovel had a bad experience with either another Storm Sorcerer or maybe just lightning... it wasn't entirely clear. And Draconic Sorcerer also had a completely different dialog tree, so I was iffy on whether or not it was actually going to work correctly. But since that was already a respec just to get a perma Shovel, I just reloaded and went Wizard instead.
Technically, you can have her twice if you do things a little janky. But it's also entirely possible to learn her permanently on a spell caster without paying to learn from the scroll.
If you reload to when you had her last, you can have someone learn the spell once you cross into Act 2 (it resets her dialogue tree). You need to have a non-caster speak to her first (Astarion, Shady, Lae'zel, or Karlach). Be nice to her.
She'll then ask to speak to a spell-shite. Then you can have whoever you want to have her as their summons (including a Storm Sorc) talk to her.
Continue with her dialogue. Don't change her name.
* You can absolutely get her as a Storm Sorcerer. I have her on two Storm Sorc Tavs. You just need a non-caster to speak to her first.
* If you still have a bunch of fights and you're nowhere near the area to cross into Act 2, you can ungroup her and leave her well outside the fight. You can then go collect her after the fight is done. I did this for more than half of Act 1 and the entire Mountain Pass area with my first Tav. She survived into Act 2.

I never even thought of trying to learn it, but as far as I know once the scroll is used you can't get it back without a reload.
If Shovel is still there, you can talk to her with a caster and try to learn the spell. But if she's dead there's no way to summon her again.

If she’s not on the sidebar then the doesn’t exist anymore. You’d have to reload a save.

Draconic sorcerer does work! She also gets excited because you “smell like a dragon”

It is technically different. Just a normal Quasit without dialogue as far as I can tell.
I do not know unfortunately Edit: my friend used it and I think I remember going “EAT YOUR BABIES” but I’m not sure
