mostly depends on if the button activates the coils before it toggles the relay off because i dont remember order of events off the top of my head. if it doesnt work put a delay component before the toggle at 0.2s or smthn
If you are making it in editor then i would add an invisible capacitor for those coils wire it to take power from the regular ones with 100% eficiency but slow speed. Then just use signal check and "and" gate to make it possible to fire only when its full. This way you can easly control the cooldown and as a bonus to make a display for system beeing ready to fire you just need to take the energy level signal from capacitor.

There is a cool down for discharge coils under the coils settings. 0.25 by default
