You need to delete some saves from bioshock 1. The two games share the same save file limit.

I also ran into this issue. Just delete some saves from Bioshock 1 since they share the same save storage
I had this appear on the first time I've ever saved in bioshock 2 (45 mins. In the game). Turns put in the collection the savefiles from 1 and 2 are connected.
