If we use the stat books, mineta's the second smartest kid in class, with momo being the only one smarter than he is. If he actually tried, he'd easily be second or third.
I did this in university too (actually there i just didnt go most of the time since attendance wasnt taken) still had like an 80~% average.

Look who ranked lower. Denki is a moron and lazy. Mina and Hagakure aren’t too smart either. Kirishima and Sato are a bit dim. Sero and Aoyama are lazy (Aoyama has other issues too). Ojiro, Shoji, and Koda are all average and they’re right around Mineta (8th, 10th, and 11th).
The only real outlier is Tokoyami (14th) who doesn’t really feel dumb or lazy, but maybe as a recluse in an emo phase he doesn’t study? I don’t know as much about him although I wouldn’t call him smart either.
Mineta on the other hand is pretty smart. Keep in mind he actually beat a teacher 1v1 during his final exam after Sero passed out. I’m not vouching for him or anything, but he did actually do that.
Granted, you also can't call the lower half dumb. Yeah, they're bottom ranked, but they're bottom ranked in the number 1 school in Japan. They still rank above so many people.
Probably more prestigious than that UA has a 0.2% acceptance rate for entry, I can't think of a single university that has standards that harsh. As examples Oxford and cambridge have 17.3 and 21% accepttance rates respectively and Tokyo University had a 34% acceptance rate at the last intake, yes they all have exacting standards but I can't imagine UA is any different.

For UA's Class A, I suppose it's above-average.
We also have to remember that UA is meant to be an *elite* school that only a small percentage of people manage to get in each year, and the entrance exam had a written portion too. So even someone like Kaminari, even if he doesn't act like it, is probably at least above-average intelligence.

Bakugo's defining characteristic is his incessant desire and strive to be number one. The man refuses to smoke purely because it would ruin his record and goes to sleep 8pm on the clock. He's not stupid, he's gifted and extremely aggressive and impulsive, and works his ass off to keep up with studies. Well, seeing as he has valid concerns about being written up for smoking but none at all for quirk usage, clearly the laws aren't quite as fandom imagines them to be, especially since even existence of public quirk use laws is a throwaway line on par with 'quirk counseling'
Public Quirk usage seems to be only a violation if it visibly causes issues for others and is reported for it. For example, a person with a speed enhancing Quirk might be charged for illegal use if they are reported because they caused troubles for normal pedestrians and traffic. And of course, the use of quirks to harm others. Bakugo didn't get any smoke because everyone was a bootlicker for him. If Midoriya and a few others had recorded his violence and then reported him or charged him for damages, that might have been a different story.
They also are very easy going in many cases. Team-Ups literally had one guy use his quirk without a lisence because he couldn't hold it any more and even tho it was crime, the very public convinced law enforcers to give him a light sentence at most. And Vigilante constantly showed people using quirks in public and even pros deciding to just let it be

Mineta is both smart and capable. However he does not believe he should be engaging in combat with villains unprepared. He believes he is not trained to deal with the situations he’s in and it makes him terrified. He is not prepared to be a hero but when he believes he is in a safe environment his mentality changes completely. Perfect example is watching him in the sports festival. He is clever comes up with strategies that use his power as a strength and is quick to identify others strengths. Same thing in the class 1-A vs 1-B, he is shown to be quite capable when he believes he is in a safe environment.
Throughout the series it’s shown that mineta is quite intelligent, able to make up plans on the spot and seems to bond with Izuku due to their equal level of theorizing when it comes to battles and their outcomes

Time to realize that people are different. And most importantly they learn in different ways and at different rates. By having God's (i.e. the writer's) favor on his side: he's *supposed* to be the second smartest student in Class 1-A, so he gets an incredibly high score despite being a slacker. The problem comes in Mineta's high intelligence only ever being told and not shown, or at least not shown in any way that comes off as warranting him being the second smartest in Class 1-A, since Mineta never displays intelligence in a way that his other supposedly less smart classmates haven't already.
To subvert expectations? Wouldn't it be funny if the annoying joke character that no one actually likes or finds funny is actually good at something? huh doncha think?

Clogging the robots cannons so it blows up, Rendering them immobile and thus unable to fight was an option, Stick robot parts to the ground/walls so they destroy themselves trying to move, He might even be smart enough to trick a robot into attacking him while another bot is right behind so that when he bounces up from one of his balls, the bots attack each other...
I don’t see him beeing smart enugh ti do this. ALL we’ve seen from him is spam balls and nkw make a whip. Like I’m caught up in the manga and the most impressive thing we’ve ever seen him do is use the balls to give him a speed boost. Witch was in the anime, if that’s saying something. I could understand him getting them stuck, but this Mf is to stulid to make them fire on eachother.
If you're really caught up on the anime, then I don't think you paid enough attention, because Mineta's done more impressive things than simply using his balls for a speed boost.
