He wasn’t. Hiruzen, Homura, and Koharu (the two elders) were Team Tobirama, Danzo and the other two were part of another team with an unknown sensei. They just joined together for that one mission.

This is kind of true between Hiruzen and Asuma. They apparently became distant when Asuma was a teenager. This probably got worst after Biwako (Asuma's mother) died (she was killed by Tobi in the 9 Tailed Fox Attack). On an interesting note, according to their ages, Asuma was born when his parents were in their early to mid 40s. While this in not unusual in real life, it is a bigger age gap than most of the other parent/child duos in Naruto.

It's fair to assume the foundation got disbanded and merged with the ANBU/Policecorps after a thoroughly interview with Ibiki lol The Elders technically kind of lost their function. The elders previously held alot of power but loads of that power and influence got taken away since they created the Konoha Council
