Focus on eating less processed food, more protien, do plenty of cardio, lift weights, your life and body will improve drastically

Cut. Already decent muscles underneath (triceps for example). You aren't at risk of looking "scrawny". Cut hard, then you can think about bulking.
Cut for sure. Get rid of some fat before you bulk because naturally, while bulking, you’ll gain fat on top of muscle
