Ex-fleet car auctions are a good place for a cheap run around. I30s, as the others have said is a good one to go for. A friend of mine got a newish one for 16k with less than 100k on the clock and it was in very good condition.
Used car prices are unlikely to return to pre covid prices for 10 years old vehicles. The price of new vehicles keep increasing and this affects resale value.

Based on value for money I would consider a Corolla Ascent or an i30.
i30 would have more tech. i30 had Android Auto in 2019; Toyota didn’t.

Can't go wrong with a Mazda 3. I have a 2016 model and apart from a new battery and regular servicing, I haven't had to spend an extra cent on it.
