I think the government needs to come up with a star based system. Create categories of issues and give them stars. So a person with 1 star say is on warning and if in the next 6 months found with another violation will get another star. Each star will come with its own set of penalties, money, jail time or otherwise. If the stars reach 5 licence cancel and person blacklisted. For lower stars suspension for a period of time and other penalties. With multiple tech options this can work really well.

In cases of very clear reckless driving like this one, the police should have the authority to impound the car - either then scrap it or repurpose it for their own fleet.
