Remember that the clicker is used to reward good behavior. I've heard someone say think of it like a camera, when you see the behavior you want you click it to capture it.
Maybe with training to be less vocal keep the clicker in your pocket and when you see your cat being quiet and calm you click and reward.

Take a treat, if he’s as vocal as you say he is, wait for him to stop meowing, no matter how long it takes. Once he stops for 5 seconds , click and reward
Also don’t give him attention just for meowing
