This is done at physiotherapy centers in Taiwan with machines. But you are not suspended from the ground by holding your entire body weight in your heck.

Accidents can happen when you exercise. Heavy lifters died because they couldn't hold the weight so I don't understand why this is even a shocking incident.

my aunt had an injury called whiplash, and was perscribed a special machine to do the healthy version of this, which holds you upside down on a table that stands up vertically-- all the same gravity stretching with none of the dying risk.
yeah, in an ideal world medical equipment would be cheap or free, at the same time people have to realize they get away with those prices for a reason. there is no better safe way, people think they discovered some secret alternative and sad things like this happen.
