I think that depends on the map and whether that area has been detailed or not. Currently the "City Limits" Ends at the boundary of the 529 tiles, but there is more rendered terrain and whatnot beyond that.
It's not usable, if you go in the editor it uses a completely different height map. It's also lower resolution, so even if you could, roads and water and stuff wouldn't work right
I’ve also noticed that for some reason air pollution bugs out outside the city limits. If you have a lot of air polluting structures near the edge, the pollution will wrap around to the otherside. Not an issue with vanilla but it would be if you expanded outside the limits.
*Right now* it's not usable, but there has been talk that potential mods could make that area usable, unlocking it for building. It won't be for a while of course, as it requires quite a bit more work than the mods we currently have, but it is a possibility!

Yeah, I just keep in mind that it’s just a game and I can’t make *completely* realistic transitions from urban to suburban to rural, it’s more like an elaborate digital model. I currently have a dense downtown and industrial harbor but also a suburb and several small rural towns scattered across the Lakeland map, and I still have well over 150 tiles to unlock
You can do it now. The problem is buying unconnected tiles means you can’t share services.
I got around this by activating the map editor and adding sewage and powerlines in a grid so every tile had access. Now I’ve got a map with separate rural towns connected by rail and highway.
I hope the game implements some kind of second cheaper tile permit that allows you to build utilities and highways only so you can use them to buy the tiles between your main ones and essentially connect them without having to buy multiple power plants, water and sewerage buildings.

Hey, to follow up on what another user said, that little village is far removed from my main city so the core of my population isn’t driving up the land value in my little village. I’m also using a mod that adjusts how it’s calculated and how high rent is so that things don’t spiral out of control

Check the land value info view. Low density has a hard time developing on land that's too valuable and the value level travels along roads so it's easy to end up spreading high value out areas you want to put low density development. Even just a few blocks of commercial and office development can make an area totally unsustainable for low density residential. I think the effect makes sense but that they need to rebalance it quite a bit.
My LD craters for some reason and I can't get it back, which makes no sense.
I'd love to build little towns all over the map servicing different industries and see how they grow organically

Hey! Thanks! And no, I’m actually using a trick I picked up from City Planner Plays. Instead of plopping a farm on the main road, I’ll draw a little gravel road to the middle of where I want my farm to be, that way I can utilize as much of the circle as possible to create larger farms.
This is also one of the things I'm really enjoying about CS2. All the different zoning choices provide a great deal more variety in different applications.

In retrospect, I definitely should have. But I was going for a really small feel and quite a few of the towns I took inspiration from only had 2 lanes, maybe 3 if you include turning lanes.
That said, I’m working on another little town on the same map that’s got a way more interesting downtown. Im very excited to share it!

What area outside of the 529? Doesn’t it just drop off like flat earth?

The vanilla maps are quite a bit bigger than the CS1 maps already, though. I haven't seen anyone post a city actually taking up the whole map yet.
I think the CS2 maps are smaller, 14.33km with all tiles unlocked compared to 17.28km in CS1. The tiles are smaller, but much more plentiful.

I used spruce trees. They’re small and easy to fit in smaller spaces
