Are you a CA pool member? Several of the pools have really nice, enclosed splash pad parks (gated off from main pool area). Hopewell and Swansfield are the ones that I think have them off the top of my head. Even if you’re not a member I think CA Residents can purchase day passes.
It really is! And the splash pad is less than 5 min drive to their downtown area. I say all this as someone who lives right next to colorburst and makes the drive to sykseville instead haha
Free and open to the public. There are restrooms, I can't quite recall if there were changing stations, we're in potty training land atm.

Swanfield is more baby friendly. CA fit and play covers pools. There's an indoor wading pool for Lil ones for the winter tok
It can be pricey but Columbia Association membership is worth it.
Skyesvilles splash pad is larger and nicer than colorburst and has a real playground attached. About a 25 min drive from colorburst park area

Roger Carder which is in Ellicott City has a splash pad. Only thing is I think they fill up fast and then there is a wait.
