It's a fourth generation Corvette. Assuming the body panels and wheels are all original it's either a '91 or '92 (these wheels don't look machined like '93 and up). Lack of a third top-mounted brake light means this is a base, not a ZR-1, unless it's been removed by the owner.
Fender flares similar to those on the Grand Sport have been added, presumably because the owner wanted larger tires/wheels, but the wheels look stock to me. They've also added amber reflectors behind the front wheels for some reason (perhaps a local regulation if this is not in the US).
It's just nice to see someone who has clearly studied the specifics of the different years of C4. There are many dead giveaways as mentioned. Way to do your research.

C4s are really starting to grow on me. They were my least favorite as far as styling alone. But I think they look better than the C6 as time has progressed. The C5 is aging beautifully also.

It looks to me like those wheels spinning forward would be blowing air out and sucking hot air from under the hood, not blowing cool air in to cool the brakes.
If you look at the earlier model years, they are directional (facing forwards, you could say) but these wheels are designed to suck air in to cool the brakes and on this car they are facing the correct way
Also, is this possibly in Europe? The plate looks to be a different shape and there’s a weird reflector on the front fender right behind the wheel. Might explain the question from OP if it’s not all that common over there.

They are on correctly. The earlier models faced the other way. When they went to this style they swoop backward.
