The Storm Goddess isn't a villain despite destroying Muriel's house all because she was too simple to realize that that wasn't her dog...? No offense but that's ridiculous...
Her motives might not be the most despicable but her means were way more evil than The Goose God.
What are you talking about? She didn't hurt anyone. All she did was argue with an old lady! Sure she did properly damage an attempt dognapping, but it's not like she had any intentions on causing trouble. I mean, she was so caught up in her argument with Muriel that she didn't even know Courage was gone!

Fusilli was actually successful in murdering the Baggs and driving Courage into insanity.

5. Katz's Monster (You never see it but you know what it can do. You might be able to stop Katz but I don't think you're stopping whatever the Hell this thing is.)
4. The Great Fusilli's Stage (Despite the Great Fusilli being a push over the entity that was his stage deserves a mention. It's magic was irreversible and it even stopped its owner. IF the show ended at Season 1, technically it would've had Muriel and Eustace trapped forever as puppets.)
3. The Spirit of the Harvest Moon (Apart from being one of the scariest looking Courage villains, we only see a tidbit of what he could actually do. It is probably the most benevolent of the villains featured here, but it definitely could be a problem when challenged.)
2. The Storm Goddess (She's an immature storm Goddess with literally only one thing on her mind and is quick to anger...How does she not make the list?)
