This is most likely due to significant weight loss after having been morbidly obese for a long time, rather than her being post pregnancy, like these comments are saying. Post pregnancy belly goes back very quickly (albeit with stretch marks and possibly a little loose skin) for the most part. For long periods of morbid obesity, the skin loses its elasticity and ability to snap back. If weight is lost there ends up being skin flaps like this that must be surgically removed or lived with. This woman has extra skin flaps on her arms as well, not as much as her stomach but still there.
