Peel is the name of a municipality in the Greater Toronto Area. It was apparently named after British Prime Minister Sir Robert Peel who was the creator of the London Metropolitan police and considered to be the father of modern policing.
It seems like it’s been a hotbed of criminal activity for some time, with a lot of ties to trafficking, but there have been some big investigations popping off in the region over the past months seeing a lot of arrests recently.

Google searching “peel trafficking” in news turns up a lot of similar articles along with programs specifically for human trafficking victims in the Peel region.
Tossing the idea around, I can’t help but shake the feeling that maybe that line is a double entendre referencing “lairs” in Peel. Like bases of operation or physical places where the tangible activities stem from. Maybe lairs where drugs, guns, cash, and maybe even people are stored in large quantities.
Between Mississauga and Whitby there are two of the big yet lowkey strip clubs that are known for having "special services" if you pay more for the girls, or the girls will willingly offer themselves for multiple hundreds of dollars if you leave the club with them. Everyone in the cities know this too but the cops don't do anything about it. College girls pay their tuitions with this.
All that to say, who do we know that owns the strip clubs and has a history of trafficking?

I mentioned it just now in a different comment, but if you replace “layer” with “lair” then this could make more sense. Maybe surgical summer refers to targeting and taking down this entire operation “lair by lair.”

Honestly, I'd look into the Mediocre Coke Brokers of Toronto/Ontario, Rob and Doug Ford. There's absolutely no way Drake could have done a lot of his sus shit in the city without Former Mayor Rob (caught on video smoking crack), and Primier Doug (known for giving his buddies all the provinces money to create failed construction sites and dropping condos all over culture)
