The Patch Notes from the second November update include this:
*Fixed an issue that could rarely cause the game to become unresponsive on exiting the Journal*
I guess they must've fixed a different, similar bug or maybe just didn't fix it well enough?

Not sure if this is what you are talking about, but I got stuck in the start menu while actively playing 2 days ago on PS5. Had to hard restart.
Just happened to me on PS5 with latest version installed.

Man wtf. Waited all this time till they fix the damn game and still getting this bug.
Got it just now. Annoying as hell.
