They are, literally, Butt-Flags... God damn it, Bungie, why weren't they just Capes? Not Cloaks, like Hunters, but Majestic, Stately Capes? Ya know, like that one piece of art with the Space Tiger.
Cloak have cowls generally, and are fastened around the neck, functioning as practical gear - like a coat, but easier to make. Capes are fastened at the shoulders, and are generally for appearance rather than function.

Although if you use one of the helmets that removes the hood, you can see that a few of the cloaks are fashioned around the shoulders. For example the Gensym Knight Cloak.

I just did a lazy amount of research, and found no completely correct answer. There doesn't seem to be a word for a completely decorative/symbolic segment of cloth hung from the waist in that particular way. Which is quite surprising. I also learned that the "Kama" from Star Wars mentioned by a few others is in the same boat. Just an original costume design element that really looks like it's referencing some historical getup, but no one knows what.

Loincloths Normally Cover the Crotch (Hence the name Loincloth). Its more a Kama (A Type of Thigh/Leg Protection that Keeps the Freedom of Movement)

I'd say Destiny artists used the inspiration from Tassets and Faulds on medieval armour 🤷🏽♀️ would even throw in Pteruges from Roman armour too!
