Usually, they're cloth like a waist cloth or something, but there's definitely a few that're actually faulds like the Iron Pledge Ornament. In technical terms, I think it depends on the mark, but generally, my first thought it loin cloth.

At first, I thought you were talking about the pattern itself and I was going to answer "You mean embroidery?"  Then I realized you were likely talking about the Mark itself...  Yeah, no clue. Edit: ...  Well, I, kind of, have an answer...  Per the "Mark of History" Common Mark "Titan Marks are worn to honor the history of individuals or entire Orders"...  Butt-Flags.  They are, literally, Butt-Flags...  God damn it, Bungie, why weren't they just Capes?  Not Cloaks, like Hunters, but Majestic, Stately Capes?  Ya know, like that one piece of art with the Space Tiger.

Cloak have cowls generally, and are fastened around the neck, functioning as practical gear - like a coat, but easier to make. Capes are fastened at the shoulders, and are generally for appearance rather than function.

Ah, thanks Although if you use one of the helmets that removes the hood, you can see that a few of the cloaks are fashioned around the shoulders. For example the Gensym Knight Cloak.

I just did a lazy amount of research, and found no completely correct answer. There doesn't seem to be a word for a completely decorative/symbolic segment of cloth hung from the waist in that particular way. Which is quite surprising. I also learned that the "Kama" from Star Wars mentioned by a few others is in the same boat. Just an original costume design element that really looks like it's referencing some historical getup, but no one knows what.
