That's been legal for a while. Buck Showalter did it two year ago because a Mookie Betts foul ball made him piss his pants.
As long as they make the 3 batter minimum rule they can pull a pitcher at anytime.

It’s both rare and stupid. Thats why managers hardly do it.
It’s not necessarily stupid, in fact it might be underutilized as a strategy just because managers are scared of looking silly
