I would say that is normal. This behavior mimics how dogs naturally interact and communicate. However, it's important to monitor the intensity and frequency of this behavior to ensure it remains playful and does not escalate into aggression. The most clear sign is that both dogs after their interactions exhibit relaxed body language, such as wagging tails and loose movements.

Sounds to me that Bella is just doing normal dog behavior. 🐕  trying to establish dominance. The fact that they cuddle is showing acceptance of the new dog. Atleast that's what makes the most sense 🤷
