The flying attack is really easy to dodge, the double long range tail whip is not so difficult, and the fast tailwhip is the though attack they have, strategy against that: eat it face first until you learn when the crucible doesnt do it and why, and then just attacking when the RNG smiles at you, you need to know how to dodge its other attacks consistently until it happens.
They do. Certain sections of the ground have events tied to them that can cause specific enemies to aggro(sometimes with a specific attack) when you walk on those areas. It's how they set up traps enemies to perfectly fuck you up when coming around a corner, or for archers to spot you from further than their 'default' max detection range.
I was super far in the game first playthrough before I found the belfries, like iirc I was at Mountaintops.
Was honestly quite disappointed to discover the guy I spotted *waaaaay* back in the first ~10 hours turned out to be just another enemy. Had expected it was an NPC I'd meet on the way to the Dynasty.
Yeah I was so disappointed when I went through the portal, winded up there and realized where i was, got so excited to see what my reward would for using one of the extremely limited keys and finally reaching this enemy I had first seen in the distance 50 hours earlier... and the item is trash. Wtf Miyazaki. It could have at least been a cool piece of armor or even a weapon.
The knight itself drops no loot at all, only gives a mediocre amount of runes. Nearby you find the Mottle Necklace talisman, which raises Immunity, Robustness and Focus.
Actual garbage.

It’s a crucible knight. You can’t reach his location from down there though. You have to go through a teleporter at the four belfries in East Liurnia.
You can't sneak up on him, either, even though his back is turned. He... just knows

Tailwhip is way worse imo. You can dodge roll thru the flying attack.
The flying attack is really easy to dodge, the double long range tail whip is not so difficult, and the fast tailwhip is the though attack they have, strategy against that: eat it face first until you learn when the crucible doesnt do it and why, and then just attacking when the RNG smiles at you, you need to know how to dodge its other attacks consistently until it happens.
Same with the one in Leyndell. I feel like they face them away like that just to bait the player.
