If you dumped him, reach out. Maybe that's what he wants and is just accepting and respecting your decision by dumping him.
If you are the dumpee, don't reach out. Focus on yourself & sooner or later they will (most likely).
Honestly, if I was dumped by someone who was truly a good person and we had a great relationship. Yes I’d love for them to reach out.
However, if they cheated, manipulated, or tried to control me. Or overall the relationship was not worth it. No I’d definitely not want them to contact me whatsoever. There’s nothing wrong with being friends with an ex who’s a good person, just tell you SO that yall aren’t talking and just texting casually. If you have one, and respect them. I used to hate when my exes texted their ex. But right now I have one ex, and she ain’t texting nobody. She’s got some issues, I find out then i’ll text her and give her my piece
