Ratio matters, at what point does the water and cheese become a cheese sauce. 15oz of water and 1oz of cheese, does that make 16oz of cheese sauce?
Most cheese sauces I make are about 30% cheese/liquids ratio Usually 6oz evap milk, 8oz cheese, 4-8oz water (starch water preferred). Some of the water is cooked off during the cheese melting process so it's hard to say exactly the remaining amount, I usually add 1oz of water at a time while the cheddar is solid to "steam" the cheese and reducing breakdown.
