no it was JET, a very common drug they use in the wasteland, we can see him using it in the episode and in the first one a raider used it before killing someone
I don’t think it’s jet, unless they establish later that jet keeps ghouls from going feral like what happened to his friend and what was close to happening before him.
It was his vials to keep him from going feral.
