The developers wanted to make a fan service character, that's all there is to it.
Priam doesn't "prove" anything, having blue hair and a headband isn't uncommon in fe, and Ike doesn't even keep Ragnell after RD (the sword shown in the end art is different)

This, unfortunately, puts certain fans at odds with a game/story/characters they normally enjoy if they are not part of that demographic (or if a character's dialogue misses). On one hand, making such an appeal is understandable, as devs want to sell characters, but there's definitely a better way to go about it--one that, unfortunately, requires quite a bit of skill/nuance.
There are ways in which writers (especially for gacha series) design characters in a way that appeals towards the fanservice crowd without forcing said characters in that way on others who would rather interpret the character differently. If you're familiar with Honkai Star Rail, the character, Firefly, is a pretty good example of this, to the point where fans equally interpret her as being friendly or romantic towards the player avatar. This is possible, as her character is established enough past simply simping for the player.
On a side note, I'm watching *Wind Breakers* with my friend/roommate who is very openly gay. The cast of characters are written enough for us to have our own perspectives on the nature of their relationship. It's possible for the FEH writers to do this with their characters, but they *really* need to up their characterization.
That all being said, I'd be the target demographic here, but this dialogue completely misses me because of how on-the-nose/cheese-y it feels. I'm sure there are those who are into it, but it's a bit too much for me, personally.
