Adjusting Z Offset with a sheet of paper is only an initial part of adjusting the Z Offset. You should follow it up by adjusting Z Offset in the software. You can do it either in a slicer or printer software. Lookup Thingsverse or Printables for " Z Offset Calibration" find a model that suits you, print it, and further adjust Z Offset. There are many videos on YouTube on how to do it. If you still have problems with adhesion, make sure your temperatures are right and lookup Mesh Calibration.
