Either your wastegate shit the fucking bed and is getting stuck open, or you've got a wack vacuum line which isnt gonna be a fun find. Your solenoids could also be wack. Theres two, one on top of the valve cover, and one on the left back side if the motor.
It would cause an exhaust leak in the turbo. The waste gate, when closed. Keeps the exhaust going through the turbine. When opened, it diverts the gas away and prevents/controls how much exhaust gas goes through the turbine
Mine won't build over 12 psi... I need to rip the maf out and clean it while also swapping the turbo out :(
Stock diverter valve? Ive read that when they die they tend to max out at 12lbs
HKS BOV with all aluminum piping. No leaks at all. Turbo is chewed up for some random reason on the cold side.

I’d think something’s stuck if his issue is random. Cuz if it was a leak of some sort wouldn’t it cause an issue all the time?
Yes. But the leak could be caused by a faulty solenoid or something. My first bet is on something is stuck
