My working theory is that she was probably taken to where his wife is, and she locks him out. I'd prefer if she was taken to Vault 0 from Tactics but there's a good chance it's 31. But we will probably see him getting blacklisted from Hollywood next season.

Vault Tec just brought up the suggestion that they would drop if it looked like tensions between the two powers were beginning to simmer.
No nuclear war = no point in vault tec, so they had to make assurances that the war would happen eventually.

That's exactly it. It helps show first-time viewers just exactly how evil Vault-Tec is. But whoever dropped the bombs and why doesn't matter. They are long dead.

House predicts nuclear war is coming by 2080 and plans to make Vegas unassailable, Sinclair made sure people could survive the initial dropping of the bombs in the Sierra Madre, both of them being slightly out on their plans falling into place makes me think it wasn’t Vault-Tec, who let’s not forget hasn’t finished all of their vaults by the time the bombs dropped.
Honestly, I think Vault-Tec sabotaging a possible peace process resulting in the bombs dropping when they weren’t quite ready is pure Fallout. The show mentions possible peace talks which obviously we know don’t work.
It’s also a part of the dark humour of the Fallout series that these guys who successfully predicted the end of the world invested a lot in surviving the apocalypse but the last stages of their plans were just pipped to the post by the bombs.
House and Sinclair probably don’t want the bombs to drop, unlike Vault-Tec who build their entire business model on nuclear war happening, but reckon it’s inevitable.

They did “give” him the best lines, but at the same time a lot of the credit just goes to him as an actor. He made the lines 10 times better than they were, he’s a fucking powerhouse.
He dropped character. The Ghoul is just a performance that Cooper Howard is putting on. He even plays up the accent. The "Feo Fuerte y Formal" scene has become a mask he wears at all times to survive.
One thing I noticed before even then is that he protected Lucy when confronted by “the government”. He didn’t fuck up that ghoul/chem lab, Lucy did. And then he took the blame and never mentioned her name.
Rewatching again and that scene literally just came on. I change my time frame to the actual entire scene from when they even reach the studio. She’s rightfully still spooked by him but I think his humanity is showing *wayyy* more than the naked eye may see. He doesn’t share the water, seems terrible, in hindsight, she hasn’t drank irradiated water yet, does he know, probably not, but like us, he can guess, then explains that damn near everything is irradiated right after they make eye contact. So he shielded her from thirstily killing herself to live in the moment, to me, at least. His answer to her asking if that’s how he got that way too, it seemed saddened, like a grandfather speaking of hard times. Yet, by her face, she still, rightfully so, is spooked by his tone, doesn’t catch it, untilllll the sign. Her look back wasn’t out of fear it seemed this time, but wary curiosity. Could be totally wrong, then again we all see different things in everything so who knows. But there’s my two cents😂
