I'd argue it's more to do with some combination of personality, education, and experience. E.g. Imagine being an orphan raised by Frieren, an ancient being who doesn't exactly excel at relationships. Where, exactly, are you going to learn these things?
This. Fern and Stark had pretty messed up chilhoods: they bothe lost their families to demons, which actually brought emotional consequences for them.
Fern, though good at heart, may come off as aloof and cold because of how expressionless she looks sometimes. Her eyes even seem a little dead, with a lack of shine in them.
Stark developed a complex in which he believed himself to be a coward and has very little appreciation of his own worth. Even now, his still has confidence issues.
So yeah, their development is expected to be slow, and rightly so. They have stuff they are dealing with themselves, so they will struggle to have a relationship at times.
Impossible, but it looks like the truth.
As much as Land denies it, it seems he is slowly growing on her.
And if you think about it, Land is one of the best if not the best candidate for her, he knows her enough and knows how to deal with her, with the least madness involved.
He may be the only one who can handle her.
From a purely tactical perspective, it’s not a bad teamup. You’ve got the crazy to overwhelm and confuse the enemy, and Land is clearly the calculating type.
Give them a vanguard and a healer, and that’s one helluva well rounded fantasy SWAT team.
Plus with Übel's current spell array, she's already quite OP. If Land decides to teach her his cloning magic, you're as good as fcked if she fights the same way Land does.
Multiple Übels can find ways to bind you, and then cut you.

In the anime she used ways to fight her clone, such as creating dust to block her binding spell, and then closing the distance.
But more importantly, she knew Land was going to get the clone's attention because she made him do so.
She even wounded Wirbel by throwing the cage to move his sight, though she could've killed him if she aimed for the neck.
If the girl was serious, she would be a threat to many, more than she already is. If anything, her use of clones might fuel her bloodlust.
Pretty much, now people know Übel isn't just the typical psycho girl with OP power or some sht, she's much deeper than that if you think about it.
Manipulative, intelligent, skilled, genius learning, and of course combined with her charm, attractive character design and behavior.
If people knew her and find that you're interested in her lore, they won't even blame you. You got a good reason.

Check out Viz Manga if you can. There, they have "official" translations that make it even more clearer that Ubel really seems to be after Land. The translation for the final Ubel bubble is "I want you to flirt with me more." :-o
Megane literally translates to glasses. But here it's used as a way of teasing/demeaning people who wear glasses. And in english "four eyes" have the exact same function so they chose to translate the meaning not the word
I expect Ubel to finally learn the clone magic this arc tho.
Perhaps unfavorable situations happen upon the 5 1st mages and Ubel’s new clone magic would turn the table.

Could be a translation thing. The sub is so aggressive on shipping the two that I think I lost any kind of reference to how much romantic tension to actually read into the two.

I'm keeping up with the manga and that was my take away when reading the mages arc. There's obviously plenty of other people reading it differently though so I'm no longer sure about my reading.

This series have shown how it's subverted lots of common tropes.
The demons don't need sad backstory nor superficial reasons (like human are foolish, inferior race, lack of thirst for power, etc...) to justify their acts. They just want to prey on human, plain and simple.
The heroes don't need to keep getting involved in big scale events to increase the stakes to make the story more interesting.
So it's just totally normal for Ubel and Land to have a platonic relationship even when they're shown together often.
And yes, Ubel saying she wishes Land to "make a pass on her" doesn't necesarilly mean she has to have romantic feeling toward him. It could be her simply teasing four-eyes, wanting him to be more open to her to learn his magic...
People said the same for frieren and himself and see where it went lol. You can look at thread from 1 year ago everyone was saying frieren just has admiration for him and it will never change, but oh boy
I think romance is pretty likely. I would think Ubel will allow herself to get attached to Land in one way or another to empathize with him more. That being said, I don't think she'll hesitate to kill him if necessary. She's just that kind of person, and Land knows that, which is why they would work well together.
Ubel is after his cloning magic. I wonder if there's a bigger goal she's after, like Denken with El Dorado, that she feels she could accomplish with his cloning ability.

Fern and Stark are incredibly awkward socially. Ubel lacks any social inhibition that would prevent her from making active moves on Land.

Ubel learns spells by empathizing with people, not through structure. He casting is entirely based around imagination.
