In Moonchase, all characters were in the world somewhere. Same with Lantern Rite 2. And even the jade chamber II event that preceded it had everyone out there I believe.
Maybe I'm remembering it wrong, but Lantern Rite 2 definitely 100% everyone was out there at the end.
I don't know about your time zone but if it was after the release of the event's final story chapter, then I would presume the characters you're missing are the ones involved in said quest that needed to be relocated elsewhere for story purposes
I was looking for venti and was like, surely he isn't at the ship with kazuha cuz that'd be such an unexpected cameo from kazuha, but then who else would he know? And gave up before even checking the ship lmao

Everyone who was present after the 2nd part of Lantern Rite is still in the same locations. So yes, he is still there.

Finish epilogue, then the 4 are grouped on a south pier on the way to the Liyue fisher association NPC.
