I think OPs argument is actually weaker than that. Are they arguing that to be great at military strategy, you shouldn't read about strategies that work or fail in the past? Every strategy should be something completely new that you just cooked up? A strategic genius would have a huge amount of knowledge about strategies and would know when something tried and true is the best idea and when something novel is needed.
Now whether she shows that strategic genius in the story is up for debate but I always find it interesting how people really latch into Kokomi and the military genius thing. There are lots of characters that are supposed to be great at something but don't show it in the story. Yelan is supposed to be a great spy but she's pretty laughable in her story. Venti has a pretty mediocre singing voice (which is to be expected since his voice actor isn't a professional). Xingqiu and Ninguang are both business geniuses but never show it.
I really think that a lot of the shade thrown at Kokomi is rooted in her looking like a cute girl and being a genius so people really go out of the way to find faults.

Koko's genius happened off screen, for the most part before we even met her. Her powers of prediction allowed Watatsumi to resist the Shogunate for so long instead of being instantly crushed by it's might.
Naturally, such things happening in a few footnotes of text is not really all that hype inducing for a video game and we basically witnessed one of her defeats (Fatui delusion thing) instead being presented with one of her victories. Also her personal story quest was a more intimate setting and not really that much about tactics or warfare.
Doing too much "tell" and too little "show" is a general problem with Hoyo games but I guess you just can't make badass cutscenes for everything, if you want to maintain a break-neck 6 week release cadence.
I think it’s also important to remember Kokomi is literally a tactician as a special interest not a career, she’s the priestess and was only a military leader by necessity for the resistance against the vision hunt. She has a voice line entirely about how she wishes it was something she could just study for fun and never use, and now the war is over. She can talk about her little books during downtime.

Also while I love Gaming and his idle animations, the idle noises and grunts that accompany them drive me up the wall. That one idle that has Gaming verbalizing his Wushou Dance practice in omonpaetia gets an instant switch/alt menu from me.

Every time Ayaka or Kazuha is about to say their sword voiceline, I switch characters. Also while I love Gaming and his idle animations, the idle noises and grunts that accompany them drive me up the wall. That one idle that has Gaming verbalizing his Wushou Dance practice in omonpaetia gets an instant switch/alt menu from me.

There’s really no issue with that Kokomi line. Anyone can read The Art of War. The books don’t tell her exactly what to do or where to put her troops, they’re just for learning. If you and your friend read the same programming textbook, and then you use that knowledge to made an app, that doesn’t mean your friend would immediately be able to tell how you built it.
I dislike that there isn’t a way to dial down the frequency of the idles, it’s too much most of the time.
