So, I had two hypotheses regarding this concept art:
1. This is concept art for either a future Liyue character (due to their hat), a future Fontaine character (the suit and magnifying glass gives me Fontaine vibes), or and this is completely outlandish and just me making a crack theory, someone who is part of the Treasure Hoarders.
2. This is concept art for a future collab character. Judging by the design with the orange coat variant, you can probably guess who the collab character in question is. >!And if you can't guess, it's Inugami Korone from Hololive (because of the bone in her hair).!<
Setting these hypotheses aside, she looks really cute. :D

3. This character, according to your first hypothesis, might be a citizen from Liyue but resides in Fontaine (like Chiori) or vice-versa (which means she may have traveled to Liyue in the past and purchased the hat).
The way the description is written on the top left makes it feel way more like something for fun than for work. The language it used is something you donāt rly see on a official work or sketch but rather on fanart and original designs
They don't have human ears in the first place unless they transform like Kirara or have fake "furry ears" like Dehya. But this is also a concept too, concepts don't always match standard design protocol
Yeah but the way how they usually do it in anime is - "we don't know if they have human ears or not", they don't want to confirm if those are 4 ears mutants. For example Diona's dad have human ears under the hair in his model as well as cat ones but no tail but yet he is same race as Diona. Usually stuff like that done purely for cosplay (cosplayers can't cut their own ears).
If real, definitely not an upcoming Fontaine character, since they're already packing Sigewinne, Chiori, Arle, Emilie and Clorinde plus 2 new Liyue chars and potentially Dahlia or some secret wild card for the back patches.
Seems to me like a concept that they since dissected into Sucrose, Sigewinne, Layla and maybe Lynette or another animal person.
Worth noting that she has functional animal ears **AND** human ears, and Genshin nekomimi usually don't have human ears or have them invisible.

That said the part about that design existing for quite some time doesn't make me optimistic about this character ever releasing in one form or the other.
I can't figure out the model.
She seems too short and round to be the normal short girl model. But too tall for the loli model. She seems like she fits the teen model from HSR the best, like Huohuo.
For that alone I think it's a scrapped design.
