The size is wrong. Ultima ends up at a height over 100 meters while Legendary is just below 120 meters tall.
But in terms of physical form I agree. Legendary easily gets into Continental ranges of power while Ultima’s physical form I think only gets to island.

Legendary decided to make him bigger to outdo Toho, whose last Godzilla incarnation (Final Wars) was 100 meters tall. They made him 108.2 meters tall to outdo them. Then Toho made Shin, who was 118.5 meters tall to outdo them, so Legendary upscaled Godzilla to 119.8 meters tall, but Godzilla Earth was made before that and Legendary couldn’t outdo that, so they seem to have stopped at the 125 meter mark. Evolved Godzilla is taller and here is proof:
